U-923A:

This early cross top style was made by Imperial Porcelain for Fred Locke.  It is incuse marked F. M. LOCKE VICTOR NY // PAT MAY '89  MAY 22 '94 in the wire grooves and "MANUFACTURED BY / IMPERIAL PORCELAIN WORKS / TRENTON NJ" on the skirt.  These patents are (US Patent 402,752) and (US Patent 520,367) respectively.
